He graduated from the Faculty of Mathematics at Tbilisi State University in 1992. In 2002, he also graduated from the Tbilisi Institute of Economics and Law with a degree in Law. He has 34 years of experience working in the tax and customs administration and the Revenue Service of the Ministry of Finance. From 1992 to 2005, he worked in the tax and customs administration, holding the positions of Inspector, Senior Inspector and Chief Inspector. From 2005 to 2009, he headed divisions within various units of the same agency. Between 2010 and 2026, he headed divisions in the Revenue Service’s Legal, Administration, Debt Management and Analytical Departments.
