He is a lawyer by profession, graduated from Ivane Javakhishvili Tbilisi State University. He started his career in 1997 as an Assistant Investigator in the Investigation Department of the Ministry of Internal Affairs of Georgia. Since October 2019, he is the Head of the Service Monitoring Department of the LEPL - Revenue Service within the Ministry of Finance of Georgia. Prior to his current position, he held various positions, including Investigator of the Mtatsminda-Krtsanisi Investigation Service of the Investigation Department of the Ministry of Internal Affairs, Senior Inspector of the Vake-Saburtalo District Division of the Ministry of Internal Affairs and Chief Inspector of the Personnel Department of the Tbilisi Main Division. Senior Inspector of the Operative Service of the Tax Department of the Ministry of Finance of Georgia, Inspector of the Customs Control Organization Division of the Customs Department of the Ministry of Finance of Georgia, Lawyer and Regression Manager of JSC GPI Holding, Chief Inspector-Investigator of the First Division of the Tbilisi Main Division of the Investigation Service of the Ministry of Finance of Georgia, Chief Operative Officer of the Operational Response Division of the Monitoring and Operational Response Division of the Customs Department of the LEPL - Revenue Service, Adviser of the Service Monitoring Department of the LEPL - Revenue Service, as well as Deputy Head of the Service Monitoring Department of the LEPL - Revenue Service.

The functions of the Service Monitoring Department are:

a) control over compliance with the requirements of labour legislation;

b) exercising control over the observance of the requirements of labour and performance discipline, internal regulations and ethical norms;

c) checking the proper fulfilment of the obligations by the employees of the Service, imposed on them by law;

d) conducting disciplinary proceedings against the violations revealed during the official inspection or in response to an incoming application;

e) analysing the reasons supporting the shortcomings identified in the process of official inspection and preparing relevant recommendations;

f) detecting facts of conflict of interest of employees within the system of the Service;

g) preparing appropriate recommendations by the staff of the Service to facilitate the process of compliance with the norms of labour ethics;

g¹) taking appropriate measures to ensure information security at work;

h) within the scope of its competence, reviewing the correspondence of a taxpayer, his/her representative and other interested persons;

i) exercising other powers provided for by an individual administrative-legal act of the Head of the Service;

j) carrying out certain tasks and instructions of the management of the Service.

2. The Service Monitoring Department shall perform the functions provided for in the first paragraph of this article in coordination with the relevant structural subdivision of the Ministry of Finance of Georgia.
