The functions of the Finance Department are:
a) within the framework of the Service’s own revenues, within the framework of the Annual Plan for Changes in Revenues, Payments and Balances and State Budget Appropriations, submitting a draft budget of the Service and submitting it to the Ministry of Finance of Georgia;
b) preparing appropriations from the state budget for the Service, as well as the approved / adjusted budget within the framework of the Service’s own revenues and submitting to the Ministry of Finance of Georgia;
c) within the allocations provided for the Service from the state budget, as well as within the Service’s own revenues, preparing approved / adjusted budget statement and submitting it to the Ministry of Finance of Georgia;
d) in order to prepare the document of the main data and directions of the country, organizing the preparation of issues / information within the competence of the Service and submitting it to the Ministry of Finance of Georgia;
e) management of funds allocated for the performance of tasks and functions of the Service;
e1) ensuring the fulfilment of the obligations established by the legislation on labour safety within the scope of its competence, including the planning of preventive measures for labour safety and the implementation of these measures;
f) preparing periodic reports on the implementation of the cost list of the Service and submitting it to the Ministry of Finance of Georgia;
g) conducting accounting activities of the Service;
h) preparing quarterly and annual financial and statistical reports;
i) public procurement planning, implementation of public procurement procedures;
j) receipt, distribution, control of fixed assets, tangible assets of the Service;
k) material and technical support of the Service and organising proper management of the warehouse activities;
l) conducting archival activities in the Service;
l1) organization and control of case management within the Service;
l2) carrying out case management related to correspondence classified as a state secret;
m) disposal and maintenance of the property owned or used by the Service within the scope of its competence;
n) preparation of budgets for capital projects to be implemented by the Service, needs analysis and financial substantiation, as well as planning, organizing, coordinating and supervising capital and ongoing construction-repair and installation works;
o) within the scope of its competence, reviewing the correspondence of a taxpayer, his/her representative and other interested persons;
p) exercising other powers provided for by an individual administrative-legal act of the Head of the Service;
q) carrying out other tasks and instructions of the management of the Service.
