A lawyer by profession, he graduated from the Faculty of History and Law of the Sukhumi Branch of the Ivane Javakhishvili Tbilisi State University. He began his work career as an investigator in the Ministry of Internal Affairs in 2002, and from 2004 to 2017 continued to work in the investigation departments within the Ministry of Finance, where he held various positions, including as the Head of the Investigation Department of the Investigative Service within the Ministry of Finance. In 2017, he held the position of the Deputy Head of the Revenue Service within the Ministry of Finance, and then - Deputy Minister of Internal Affairs of Georgia. Since November 2019, he became the Head of the Revenue Service of the Ministry of Finance.
