He graduated from the Georgian Technical University, the Faculty of Automation and Technical Management System with the specialty “Engineer” and the Faculty of Social Sciences with the specialty “Law”. His work experience began in 1993 as a specialist of the Foreign Relations Department in the State Maintenance Agency. He has been working in the Revenue Service since December 2012 as the First Deputy Head of the LEPL Revenue Service. Prior to this position he held various positions, including the Tax Inspection in 1994-2004, since 1998 he was the First Deputy Head of the Tbilisi Division of the Operations Department within the State Tax Inspection of the Republic of Georgia. Then, from 2000 he was working as Deputy Head of the Tax Inspection of the Vake-Saburtalo District of Tbilisi. Later, up to 2004 he held the position of the Deputy Head of the District Tax Inspection of the Vake-Saburtalo District of Tbilisi. In 2004 he continued his career as a Chief Inspector of the Direct Taxes Department in the Taxpayer Taxation and Control Methods Division of the Tax Department within the Ministry of Finance and, later as a Chief Inspector of the Desk Audit Department of the Tax Audit (Inspections) Division of the Tax Inspection of Tbilisi, after which he was the Commercial Director at Nukoil Vakhushti Ltd.
