He graduated from the Faculty of Law of the Ivane Javakhishvili Tbilisi State University. His career began in 2000 as a state adviser to the Legal Department of the Ministry of Finance. Since 2011, he has headed the Legal Department of the LEPL Revenue Service. From 2000 to 2011, he held various positions, including the Head of the Department of Civil, Financial and Entrepreneurial Legal Expertise of the Ministry of Justice of Georgia, Deputy Head of the Internal Audit Department of the Treasury Service of the Ministry of Finance, Head of the Legal Department of the Ministry of Internal Affairs of Georgia, Head of the Legal Department of the Ministry of Environment and Natural Resources, Head of the Gori Regional Center of the Tax Service.
